SMART Modified Tour adjusts Carteret penalties on appeal

SMART Modified Tour officials have heard and ruled on a variety of appeals stemming from the Carteret Clash on August 30.

The rulings are as follows:

The SMART Modified Tour announced the results of the Appeal Committee hearings for the penalties involving Jonny Kievman and Harold Holly following the August 30, 2025 event at Carteret County Speedway (NC).

After review by the Appeal Committee, consisting of Tom Buzze, Jeff Hammond, and Richard Hall, the following rulings were issued:

  • Section 10-8.1, Member Conduct, B(3): Intentionally damaging another vehicle under yellow or red flag conditions
  • John Kievman (48 modified) – Suspension extended to the remainder of the 2025 SMART Modified season.
  • Section 10-8(G) / Section 7-1.1(D)(1) / Section 7-1.2.1(4): Crew Chief responsibility and prohibition on entering the racing surface
  • Harold Holly – Fine modified to $150 for each crew member (02 modified) who entered the track surface. No probation imposed.

Kievman was suspended after he entered the racing surface under the red flag and damaged the windshield of Joey Coulter’s car and the appeals panel actually ruled to make his penalty last the remainder of the season.

Holly, who is Coulter’s crew chief, had his penalty reduced upon completion of the hearing. His penalty stemmed from his crew members running onto a hot track to confront Kievman.

The incident took place 14 laps into Saturday’s 99-lap race at Carteret County Speedway in Swansboro, North Carolina. Kievman felt Coulter ‘divebombed’ him going into Turn 3, ultimately taking him out of the race.

When the race was red flagged for cleanup, Kievman ran onto the track and slammed his HANS device against Coulter’s windshield repeatedly, causing damage before members of Coulter’s team rushed to confront him.

Coulter completed the race.
